Globberry Validates vPCRF Capabilities for Kyivstar Network Environment
Globberry conducted a Proof of Concept (PoC) to validate the functional, and integration capabilities of its virtualized PCRF solution within Kyivstar’s network environment in 2025, confirming readiness for production-scale deployment and advanced service design.

Kyivstar is the largest telecommunications operator in Ukraine, providing mobile and broadband services to millions of subscribers nationwide. As part of its continuous network evolution, Kyivstar evaluates new core network components to ensure flexibility, and support for both standard and non-standard service requirements.

Solution

Globberry delivered a Proof of Concept based on its fully virtualized PCRF platform, supporting both VNF and CNF deployment models and compliant with key 3GPP interfaces including Gx, Rx and Sd.


The PoC environment was integrated with Kyivstar network elements such as PCEF, TDF, IMS via DRA, and test UEs to validate real-world interoperability.

Key elements of the solution included:

Flexible policy configuration and policy import mechanisms
Gx, Rx, and Sd session binding and handling
CRBN selection and updates based on PLMN, RAT type, and provisioned services
Subscriber location reporting upon ECGI change during active VoLTE sessions
Built-in Subscription Profile Repository (SPR)
Results
Successful functional validation
All seven end-to-end PoC scenarios agreed with Kyivstar were executed successfully
Performance showcase in Globberry lab environment
Sustained load of ~450 TPS and 100,000 active sessions achieved on hardware sizing comparable to the incumbent vendor, confirming realistic capacity planning
Design support
Globberry assisted Kyivstar with PCEF usage reporting scenario design, which was not implemented yet on the live network at that time.
Flexibility demonstrated
Non-3GPP requirements were added to scope and successfully demonstrated during the PoC
